starlark: move StarlarkDocumentationCategory into docgen

...since the categories are Bazel-specific.

Also:
- introduce a new category, "core", for the built-in
  types of the core Starlark language (int, bool, etc).
  These now appear in their own index.
- Eliminate StarlarkBuiltin.title, whose sole effect
  was to ensure the "G" in <h1>Globals</h1> was uppercase.
