Update JacocoCoverageRunner and add bazel_coverage_experimental_java_test. 1) to enable coverage for executing a java binary (see https://github.com/bazelbuild/bazel/commit/68c7e5a3c679be51f750d44aae146007f0f04b4d) 2) to collect uninstrumented class files from the system classpath in the JacocoCoverageRunner before starting the actual test.
