Use smaller minimal JDK after we have removed java.desktop in b88433f? ?ee3bae46eccf596b3b1ffce63c84ce81b. Commit 4/4 Fix #7502, partly address #6314. Brings down bazel's binary size to 50MB on linux. Closes #8116. PiperOrigin-RevId: 244839623
