  "message": "Add libraries to allowed macOS include directories\n\nThis adds macOS `/Library` and `/Users/$USER/Library` to allowed include\npaths. In macOS workflows most system headers are included in the Xcode\ntoolchains, which were already covered in this logic. The only exception\nis custom `xctoolchains`, which can be used for custom Swift compilers\n(among other things). These toolchains are either installed globally in\n`/Library`, or without root they can be installed in the user\u0027s\n`~/Library`. This adds those paths since they can safely be referenced\nby passing `--action_env\u003dTOOLCHAINS\u003dtoolchain_id` which will be picked\nup by invocations of `xcrun`.\n\nCloses #12328.\n\nPiperOrigin-RevId: 340817483\n",
