(#30621)\n\nWhen REMOTE_NETWORK_ADDRESS resolves to a CDN IP (such as Cloudflare\ndoes now for `bazel.build`), making direct HTTP requests to the IP\nwithout a Host header returns HTTP 403 Forbidden.
