  "message": "Bazel client: fix reporting of ignored RC files\n\nCompute the difference between the read RC files\nand the ignored ones based on their canonical\npaths, not on the textual value of the path.\n\nThis aids for proper reporting of ignored RC\nfiles, while reporting them with a path familiar\nto the user (e.g. paths the user passed with flags\nrather than the potentially different canonical\nversion of the same path).\n\nAlso: respect $HOME on Windows when Bazel is\nrunning inside of a test, to avoid picking up the\nreal RC file from the user\u0027s home directory.
