Introduce `TestInterruptingBugReporter`, a JUnit `@TestRule` that interrupts a blocked test case in the event of an uncaught exception or call to `BugReporter` from an async thread. Makes test cases fail immediately instead of hanging until a timeout, which can take several minutes. PiperOrigin-RevId: 421365003
