[8.0.0] Enable ignore_root_user_error for Python toolchain (#24567) Our CI fails to build Bazel, producing this error: "The current user is root, please run as non-root when using the hermetic Python interpreter. See https://github.com/bazelbuild/rules_python/pull/713." The workaround was suggested at https://github.com/bazelbuild/rules_python/issues/1169#issuecomment-1513804247 Closes #24549.
