Move arm64 runner pools to regional MIGs (#2906)

Following
https://github.com/bazelbuild/continuous-integration/pull/2870, this
moves the arm64 pools to regional MIGs as well by removing the zone pin.
c4a-standard-8 and hyperdisk-balanced are available in
us-central1-a/b/c/f.
