Disable commit verification for google-rules-{cc,java}-presubmit (#2902)

Following #2890

Extend the `BUILDKITE_GIT_COMMIT_VERIFICATION=off` to cover:
- `google-bazel-presubmit`
- `google-rules-cc-presubmit`
- `google-rules-java-presubmit`
