Install JDK21 in containers (#1895) for centos7, ubuntu2004 and ubuntu2204, but still keep the old JDK default for backwards compatibility reason. Tested on Bazel Testing environment. https://buildkite.com/bazel-testing/google-bazel-presubmit/builds/20
