Fix GCE VM image creation pipelines (part 2) (#2794)

This change updates the final pipeline step to also re-create instances
with new images in the trusted org.

It can only be merged once
https://github.com/bazelbuild/continuous-integration/pull/2793 has been
deployed via TF.
