Add a reproducer for an assertion failure in `ForEachTemplateArgument`. For reference, the type that we originally encountered the assertion failure on is `__conditional_t`, which resolves to `conditional::type`. PiperOrigin-RevId: 520896843

Please don‘t use, this is an experiment and we don’t yet know where will it take us. There will be breaking changes without warning. Unfortunately, we can't take contributions at this point.
