Remove getNullabilityAnnotations function and call substituteNullabilityAnnotations directly. Firstly, we can ignore the if statements of getNullabilityAnnotations, as the same action is performed in every case. Further, all it does is call getType() on the input expression, which is arguably too small an action to warrant its own function :) PiperOrigin-RevId: 491277966
