Use std::optional instead of llvm::Optional Note that llvm::Optional is just an alias for std::optional these days and has since been deprecated upstream in favor of std::optional. PiperOrigin-RevId: 513248484

Please don‘t use, this is an experiment and we don’t yet know where will it take us. There will be breaking changes without warning. Unfortunately, we can't take contributions at this point.
