`CcSnippet` refactoring: Introducing `CcPrerequisites` struct. This CL moves the `CcSnippet::includes` field deeper - making it a field of the `CcPrerequisites` struct introduced in this CL. Today `CcPrerequisites` covers `includes` and in the future will also cover C++ definitions that the given `CcSnippet` depends on. PiperOrigin-RevId: 492477741

Please don‘t use, this is an experiment and we don’t yet know where will it take us. There will be breaking changes without warning. Unfortunately, we can't take contributions at this point.
