Consume errors from `clang::tidy::lifetimes::GetLifetimeAnnotations`. Chromium builds LLVM+Clang in Release+Asserts mode, which (before this CL) would end up complaining about unchecked `llvm::Expected` from `clang::tidy::lifetimes::GetLifetimeAnnotations`. PiperOrigin-RevId: 452548024

Please don‘t use, this is an experiment and we don’t yet know where will it take us. There will be breaking changes without warning. Unfortunately, we can't take contributions at this point.
