Add `CcPrerequisites::defs` field. This CL adds the `CcPrerequisites::defs` field that tracks which C++ definitions need to appear before a given `CcSnippet`. The field is populated in `format_ty_for_cc` and covered by `test_format_ty_for_cc...` and `test_format_def_fn...` tests, but is not yet used to actually reorder the generated bindings - this will be done in a follow-up CL. Please don‘t use, this is an experiment and we don’t yet know where will it take us. There will be breaking changes without warning. Unfortunately, we can't take contributions at this point.
