Don't generate thunks for overloaded functions. This is slightly hacky, but lets me move past some truly nasty overload sets in Abseil when testing this out. PiperOrigin-RevId: 478958577

Please don‘t use, this is an experiment and we don’t yet know where will it take us. There will be breaking changes without warning. Unfortunately, we can't take contributions at this point.
