Initial text of `panics_and_exceptions.md`. This doc seems like something desirable to refer to in the future when (for example): * Landing a CL to make `rs_bindings_from_cc` fail when exceptions are enabled (b/200067087). * Landing a CL to make `cc_bindings_from_rs` fail when `-Cpanic=unwind`. * Landing `cc_bindings_from_rs` code that deals with "C" vs "C-unwind" ABIs. Extremely experimental interop tooling for C++ and Rust.
Please don‘t use, this is an experiment and we don’t yet know where will it take us. There will be breaking changes without warning. Unfortunately, we can't take contributions at this point.
