Refactor `substituteNullabilityAnnotationsInClassTemplate` for simplicity and readability We removed the call to `getNullabilityForTemplateParameter` (by inlining its code inside `substituteNullabilityAnnotationsInClassTemplate`), and modified the documentation comment to follow the same style as that of `substituteNullabilityAnnotationsInFunctionTemplate`. Now, all the documentation related to substituting nullability annotations in a class template is located in one place, which improves readability. PiperOrigin-RevId: 502633057
