countPointers() always operates on canonical types This avoids a bit of manual desugaring we're currently doing, and the obligation to cover all sugar types in the future. PiperOrigin-RevId: 502562793

Please don‘t use, this is an experiment and we don’t yet know where will it take us. There will be breaking changes without warning. Unfortunately, we can't take contributions at this point.
