Introduce `bindings::Input` struct.

This CL introduces the `bindings::Input` struct that (for now) wraps the
only input for bindings generation - the `TyCtxt` compilation context.
In the future `Input` will likely gain additional fields (for now just
covered with TODO comments). In particular a follow-up CL will add the
Crubit support path as an input - it will need to be used by
`format_ty_for_cc` to generate an appropriate `#include` when
translating Rust's `char` type into a C++ type provided by Crubit's
runtime support headers.

This CL also opportunistically renamed `GeneratedBindings` into
`bindings::Output` and `GeneratedBindings::new` into the
`generate_bindings` free function.

The CL also plumbs the `bindings::Input` struct from the public
`generate_bindings` function to `format_ty_for_cc` where it will be
needed by the follow-up CL.  A standalone `tcx: TyCtxt` parameter
continues to be taken by other, remaining `format_foo` functions.

Crubit: C++/Rust Bidirectional Interop Tool

Build status

Extremely experimental interop tooling for C++ and Rust.

Please don‘t use, this is an experiment and we don’t yet know where will it take us. There will be breaking changes without warning. Unfortunately, we can't take contributions at this point.

Building Crubit

$ apt install clang lld bazel
$ git clone git@github.com:google/crubit.git

Using a prebuilt LLVM tree
