Arrange toolchain_headers_in_header_analysis_action_test to use Crosstool stable So that test setting isn't interfered by the build flag `--config=llvm-unstable`, and always uses `//third_party/crosstool/v18/stable/` headers. PiperOrigin-RevId: 510373460

Please don‘t use, this is an experiment and we don’t yet know where will it take us. There will be breaking changes without warning. Unfortunately, we can't take contributions at this point.
