Move `format_cc_ident` from `rs_bindings_from_cc/` to `common/`.
This CL moves the `format_cc_ident` function from
`rs_bindings_from_cc/src_code_gen.rs` into a new
`common/code_gen_utils.rs` library. In a follow-up CL the moved
function will be reused from `cc_bindings_from_rs/bindings.rs`.
