A pass at making `rs_bindings_from_cc/README.md` useful to first-time contributors. The README.md now includes the bulk of what I think I tell people when introducing it to people, plus some misc. useful information that wasn't otherwise written down. PiperOrigin-RevId: 515736081
Extremely experimental interop tooling for C++ and Rust.
Please don‘t use, this is an experiment and we don’t yet know where will it take us. There will be breaking changes without warning. Unfortunately, we can't take contributions at this point.
