Remove `SpecialMemberFunc::access` field. The `SpecialMemberFunc::access` field was redundant - non-`public` constructors/destructors could be expressed as `SpecialMemberFunc::Definition::kDeleted` instead. PiperOrigin-RevId: 452622261
