Fix `header_compiler_direct` label for the non-prebuilt toolchain config

Partially reverts the inadvertent change to the non-prebuilt config in https://github.com/bazelbuild/rules_java/commit/d5b3ecf336ec1757769b0016224c54d82298a508.

Technically, `@remote_java_tools//:TurbineDirect` is also prebuilt, but it's a platform independent jar, so should not matter in practice.
