Fix bazel_test_test when --local_test_jobs is set in system-wide bazelrc. Explicitly set local test jobs to 0 (= default, use local resources instead), as otherwise this test will fail if --local_test_jobs is set in a system-wide bazelrc. PiperOrigin-RevId: 189887918
