Add test for PYTHONPATH ordering PR #6532 proposes changing the semantics, but that'll require a test of what we're changing. If we decide to go ahead with that, the assertion in this new test case just needs to be flipped. RELNOTES: None PiperOrigin-RevId: 227876534
