Move `create_jvm_compile_action` to `JavaCommonApi` and extend it for direct classpaths and toolchain tools. Move `create_jvm_compile_action` from `GoogleJavaStarlarkCommon` to `JavaCommonApi` / `JavaStarlarkCommon` and forward it on `java_common.internal_DO_NOT_USE()`. Extend `create_jvm_compile_action` and `JavaCompileAction` to support string executable paths, explicit `tools`, `enable_direct_classpath`, and `reduce_classpath_incompatible`, and expose `fix_deps_tool`, `experimental_enable_jspecify`, `experimental_turbine_annotation_processing`, `experimental_turbine_cpu_reservation`, `experimental_turbine_output_root_relative_path`, and `run_local_java_optimizations` on `ctx.fragments.java`.
