Add "annotate_r_fields_from_transitive_deps" feature for enabling a flag with the same name in ResourceProcessorBusyBox. Making this a feature (rather than a command-line flag) provides these benefits: * usage can be done at arbitrary package/rule-level granularity * adding 'feature["annotate_r_fields_from_transitive_deps"]' won't invalidate the entire analysis cache RELNOTES: N/A PiperOrigin-RevId: 263828536
