Add `oneversion_enforcement_allowlist` to `java_toolchain`. This change is not op and makes `oneversion_enforcement_allowlist` available for `java_toolchain`, effective with the next Blaze release. The next step is creating `tools/jdk/one_version_enforcement_allowlist` to be fed to the toolchain PiperOrigin-RevId: 549760270 Change-Id: I39a68154d8442c887e15b06e02612a0b7233eabb
