Add failure detail code to ConfiguredTargetQueryEnvironment when no targets are found. Remove a QueryException constructor that is no longer being used. In addition, add Query codes to PostAnalysisQueryHelper a QueryException is thrown. RELNOTES: None. PiperOrigin-RevId: 324098560
