Remove runtime Java dep from rule implementation of java_lite_proto_library. The Java part of runtime dependency is already added in the aspect. It's also not added in the implementation of the native rule. Replace `java_proto_common.toolchain_deps` call with `java_proto_common.get_runtime`. Remove the former call's implementation, because it potentially creates additional objects. PiperOrigin-RevId: 447762943
