Add ConfigurableQuery code failures to Cquery QueryExceptions. Fine grained failure codes were added to "ConfiguredTargetAccessor", "ConfiguredTargetValueAccessor", and "ConfiguredTargetQueryEnvironment". RELNOTES: None. PiperOrigin-RevId: 320312976
