Port new changes to build_tar.py from https://github.com/bazelbuild/rules_docker/pull/631 RELNOTES[NEW]: build_tar.py in tools/build_defs/pkg now supports a json manifest that can be used to add paths that have symbols that can't be specified via the command line PiperOrigin-RevId: 227685254
