[singlejar] Fix Windows long path issue Fix #6990 Drive-by: - Add newline for `diag_*` macros. Singlejar error log should be easier to read now. - Resolve a TODO for `test_util`. - #ifdef away `int fd()` for `InputJar` and `MappedFile` on Windows. These functions are not used by public Bazel code (may be used in Google's own code though); removing them simplifies the implementation of `MappedFile` on Windows. Closes #6992.
