Make objc++-executable and objc-executable actions behave the same Changes to objc++-executable action: - get rid of -stdlib=libc++. This has been default for a long time; the alternative, libstdc++, has not been supported since Xcode 10.0 in 2018. - get rid of -std=gnu++11: this has no effect. - use wrapped_clang to link. wrapped_clang++ automatically links with -lc++, but the library is already provided elsewhere in the crosstool. - Support kernel_extension feature for objc++-executable. In practice this is not useful, but it shouldn't hurt, and prepares for us folding together the two actions. PiperOrigin-RevId: 506158245 Change-Id: I1a6db880884cbf0642000a299830eb46505f6e52
