Document some of the pitfalls with `buildfiles` and `loadfiles`.

Summary of the background:
* Imo: these query operators were a mistake, for the reasons stated in the new documentation (Blaze assumes targets exist, and therefore the operators inherently don't compose).
* To fix the pitfalls, we'd need to remove the operators OR drastically change their semantics (to the point of making them no longer useful for their original purpose). Neither of these are realistic approaches.
* We could mitigate some of the pitfalls by banning the use of `buildfiles` and `loadfiles` in conjunction with certain values of `--output`. This would require effort to migrate existing users. The team has never had the staffing for this effort.
* Documenting the pitfalls is better than nothing, and I should have at least done that back in 2017 when I first noted them.
