Windows, test wrapper: set HOME + Unicode envvars In this commit: - Export the HOME environment variable in the Bash-less test wrapper. - Create the test subprocess with support for Unicode environment variables, so we can create propagate user envvars even if they have a Unicode character See https://github.com/bazelbuild/bazel/issues/5508 Change-Id: I5be4534e7762904ce952c593a4a1c41d26b46aed Closes #6175.
