D8 desugar: Handle input/output pairs and classpath with duplicate classes The pairs of input/output is now handled correctly. For classpath with publicate classes the first one specified is used. Currently there is no D8 API to emit these dependencies. RELNOTES: None. PiperOrigin-RevId: 310126484
