Remove BugReport for `inputValue` in `ArtifactFunction` to avoid continuous ThirdEye reports. Some artifacts failed (with ActionExecutionException) below here.We have no need to process those exceptions in ArtifactFunction, they should just bubble up. PiperOrigin-RevId: 438021289
