jvm import external advancements This PR brings two advancements: 1. allow auto calculation of srcurl via jvm_maven_import_external- relates (and possibly fixes) #7043 2. allow turning off sources download on environments like CI This is taken from rules_scala and is meant to close the gap between the implementations and help us move to the bazel version.
