Revert "Update to JDK 10 javac" We don't want this change to be in Bazel 0.17 before verifying that it actually works (in some as-of-yet unspecified way) This reverts commit 30aac1c8c6c68b57c3421b2c590254d6576e5f8d. Closes #6063.
