Query performance: Add flag for graphless genquery This adds --experimental_genquery_use_graphless_query, which enables graphless queries for genquery, while simultaneously disabling fully ordered output. I believe that order_output=no is currently deterministic, but if it's not, then this could be unexpectedly expensive on incremental build / test runs. Therefore, we will need to guarantee order before we can enable this by default. PiperOrigin-RevId: 254739003
