Allow leading whitespace in `proguard_allowlister` rules.

Without this, I see an error when importing `kotlinx_serialization` in unknown commit:

`RuntimeError: Invalid library proguard config parameters (these parameters are either invalid or only supported in android_binary rules): ['--if']`

I'm working around the error by modifying the `kotlinx_serialization` Proguard config during imports and by [proposing to remove the whitespace upstream](https://github.com/Kotlin/kotlinx.serialization/pull/3270), but this CL seems like the proper fix.
