Make cc_toolchain put the files comprising the toolchain into its FileProvider. Note that cc_toolchain_suite is not changed this way, but that rule doesn't currently serve as a proxy for cc_toolchain (unlike java_runtime_suite for java_runtime), so that's OK. RELNOTES: None.
