Automated rollback of commit d1760bd931ad81003464128a64ce15d51e7ad955. *** Reason for rollback *** AutoCodec now generates async codecs. The added test case is still valid so it is retained. *** Original change description *** Add explicit codec for NonRuleConfiguredTargetValue.
