Set correct rule name for `enable_data_binding` attribute in AndroidLocalTestBaseRule. This bug was likely a copy'n'paste error in https://github.com/bazelbuild/bazel/commit/cbdb2c74d747ed32ccb748be9c1633926e963b0f. It had the unfortunate consequence that `enable_data_binding` in both android_binary and android_library ended up with the incorrect documentation text in some cases (see b/232375762 for more context).
